In the same article about AMD Vega, there is a bit information about Volta GPUs
Nvidia is said to have pushed back the release of Volta until first quarter of 2018 due to Vega not being competitive.

Most likely these Volta GPUs will be released in March 2018

Tom's Hardware has an article about the Volta chip

Makes sense. Gives them a bit more breathing room. For AMD, it will be even harder now, I imagine.

It will be until Navi releases, which will not happen until second half 2018. Nvidia with Volta will have about 6 month lead time.

Early numbers suggest Titan Volta is 25% faster than a 1080 Ti in games

It explains why Nvidia is moving to Ampere for gaming cards since Volta is mostly for compute applications

Unless Nvidia cripples mining capabilities with Volta/Ampere based Geforce cards, gamers will be out of luck getting the new cards for sometime once released. Titan V mines virtual currency faster than other cards

Nvidia telling retailers to sell video cards to gamers
GeForce GTX: Nvidia bittet Händler um Verkauf an Spieler, nicht Miner

NVIDIA Tells Retailers To Sell To Gamers, Not Cryptominers As GPU Shortage Causes Extreme Price Gouging | HotHardware

It will be hard to enforce since these miners will do whatever they can to get their hands on GPUs
What Nvidia needs to do is to put hardware/software limitations on mining with gaming cards.
Separate the gaming and mining markets like they did with professional cards.
I believe they will do that with the upcoming new cards since they have shown concern with actual gamers not being able to buy any GPU
